Loan Fee (E529) is incorrect for the supported Unit of Study Census Date (E489)

TCSI Error Description

Please check the Loan Fee (E529), HELP Loan Amount (E558), Student Status Code (E490) Course of Study Type (E310) and Unit of Study Census Date (E489). The Loan Fee (E529) must reflect the rate applicable for the Provider Code (E306), Course of Study Type (E310) and Student Status Code (E490) on the Unit of Study Census Date (E489).

Error Logic

For the combination of Provider Type (E781)/HEP Type Code (E621)/Student Status Code (E490)/ Course of Study Type (E310)/ Unit of Study Census Date (E489), the Loan Fee (E529) must equal:

0.0, if the Loan Fee Rate on the Lookup.LoanFeeRate table is 0,

Else Loan Fee Rate on the Lookup.LoanFeeRate table x HELP Loan Amount (E558) ± 0.01

Paradigm Error Resolution

The Loan Fee Amount is incorrect (It could be that you have the Unit Enrolment as FEE-HELP, but the E490 is set to UPFRONT). Resubmitting the Unit Enrolment with the correct (consistent) values should fix this error.

Sample Issue

A Unit Enrolment was created and submitted to TCSI between 1/4/2020 and 31/12/2022, during a period when the government waived the Loan Fee due to COVID, resulting in an expected loan amount of 0.00. However, currently, when you saved the record, the loan fee has reverted to 20%, leading to validation errors 10847 and 10692.

The current workaround involves adjusting the Loan Fee Amount (E529) to 0.00. Alternatively, you may raise a support ticket with us, and we will assist in clearing the TCSI Status and UID associated with the affected unit enrolment.

We're going to get a code change so this doesn’t become an issue again (Moving the COVID exemption date back to 1/4/2020. This was not done previously, as when the loan fee exemption originally occurred, we had to send the standard loan fee, rather than 0). We are also going to implement, and push out a change, that will block old unit enrolments with UIDs from being pushed to TCSI, unless you hit a “Push to TCSI” button for unit enrolments with 1.5 years after the end date has passed.
