PRODA (Provider Digital Access)
This page will provide you with instructions on how to complete a PRODA registration and register a new B2B device key to be submitted to us to make your Paradigm TCSI compliant
Overview
All Australian Higher Education providers are required to obtain PRODA credentials in preparation for reporting in 2021. This applies equally to both Fee-HELP and PIR entities.
The word PRODA is an acronym for Provider Digital Access, a system used to securely access multiple online Government services, including for the purposes of submitting information as part of TCSI. As a system, PRODA is used by many different types of industries, each having reason to interact with one or more Australian Government systems.
Once you, as the provider, have received your PRODA account details, you will need to create a B2B device key and then share it with Silverband via the Silverband Help Desk Portal. The Silverband support team will then install your B2B key and confirm that it is able to successfully authenticate with PRODA. Once this confirmation has been shared your institution is one step closer to being TCSI compliant.
Refer to the Workflow section below for step-by-step instructions.
Be Advised
When a director in PRODA leaves your organisation without assigning a new director, a member looking to assume the director role for PRODA must:
Be registered for an individual PRODA account
Ensure they are an Associate or Authorised contact for the organisation on the Australian Business Register (ABR)
And ensure their individual PRODA account name matches their name as recorded on the ABR.
Unfortunately, the TCSI team is unable to access PRODA account details. You should contact PRODA to assist with this:
Email proda@servicesaustralia.gov.au
Phone 1800 700 199 and select Option 1 (Monday to Friday, 8 am to 5 pm local time)
We suggest that you have more than one director/delegate for your PRODA organisation to help resolve user access issues. Please see the following FAQ page Accessing TCSI services (PRODA) for further information.
The TCSI Support website contains a detailed explanation of how to apply for and manage PRODA accounts available here.
Workflow
Step 1: Complete PRODA Registration
There are three phases in the registration process and the Government describes this in greater detail on the TCSI transition page of the HEIMS HELP website. Any issues or questions relating to the PRODA registration phases should be referred to the Department of Education via tcsisupport@dese.gov.au

The application process is further outlined in this government presentation PDF
Step 2: Register a New B2B Device Key
The generation of B2B device keys is a task performed from within the PRODA portal. When creating the B2B device key, we recommend assigning a name that clearly states the intended purpose of the key, for example, βParadigmβ or βParadigmEMSβ.
Perform the following steps from within the PRODA portal:
Locate your Organisation Name. Our test one is: dc-strata-api-4y396
Locate your PRODA RA (Organisation) our test one is: 1659703992
Begin the process to βRegister a new B2B deviceβ.

Step 3: Submit PRODA Credentials to Silverband
There are four components to PRODA credentials that are required to successfully enable the TCSI integration.
Two credentials relate to the Organisation and two relate to the Device, and they appear in different sections of the PRODA portal page.
NOTE:
All four of the items in the table below must be included when you raise the support request.
These are examples of the credential values that we require you to provide to us, to activate your device:
PRODA RA (Organisation): | 1659703992 |
Organsation Name | Organisation Name |
Device Name: | ParadigmEMS-Device |
Your Device Activation Code: | slrRlXczpE |
The PRODA credentials may be shared in a secure way with Silverband by raising a support request via the Silverband HelpDesk Portal.
