QILT SES Reporting

Overview

The Quality Indicators for Learning and Teaching (QILT) are a suite of Australian government-endorsed surveys for higher education, which cover the student life cycle from commencement to employment. QILT is funded by the Australian Government Department of Education, Skills and Employment. The administration of the survey is conducted by the Social Research Centre, a subsidiary of the Australian National University.

The QILT surveys currently include the Student Experience Survey (SES), Graduate Outcomes Survey, Graduate Outcomes Survey (Longitudinal), and the Employer Satisfaction Survey. Results from the surveys are published at qilt.edu.au.

Australian Higher Education Providers (HEPs) are required to submit data that allows the Social Research Centre to administer the SES. Providers are required to submit a collection of student demographic information together with course details and contact information. The scope of the QILT reporting changes each calendar year.

The remainder of this article explains how providers may generate a QILT-compliant data extract to support their SES reporting obligations.

Assumptions

NOTE

The report structure is underpinned by a series of generic assumptions that may not directly correlate with how some providers have entered data into Paradigm.

327 Basis for admission code

  • First source: TCSI field on the TCSI Student Edit screen

    • Where multiple values exist in Paradigm these will appear as comma-separated-values within a single field

  • Backup source: HEIMS field on the HEIMS Student Edit screen

329 Mode of Attendance Code

  • Derived using the existing Paradigm field โ€œMethod of Deliveryโ€ found on the Base Unit and Scheduled Unit screens. Each provider will need to configure their own mapping between the Paradigm field and the equivalent element 329 option as per the instructions in this video.

330 Type of Attendance Code

  • Derived using the field labeled โ€œFull/Part Timeโ€ on the Student Course Enrolment screen.

    • โ€œFull-Timeโ€ returns 1

    • โ€œPart-Timeโ€ returns 0

    • Any other value returns blank

358 Citizen resident code

461 Field of Education

  • First source: TCSI field 461 on the Base Course screen

    • Where multiple values exist in Paradigm these will appear as comma-separated-values within a single field

  • Backup source: HEIMS field 461 on the HEIMS Course Edit screen

462 Field of Education Supplementary

  • First source: TCSI field 461 on the Base Course screen

  • Backup source: HEIMS field 461 on the HEIMS Course Edit screen

615 Disability code

  • First source: TCSI field on the TCSI Student Edit screen

    • Where multiple values exist in Paradigm these will appear as comma-separated-values within a single field

  • The contents of element 615 are only reported when a specific disability code has been declared by the student. This is a change from the way the HEIMS disability was coded where providers reported a value irrespective of whether a disability was declared.

Enrlstat

  • Derived using the contents of element 559 using the following mapping

    • Element 599 value 1 returns 2

    • Element 599 value 2 returns 1

    • Element 599 value 3 returns 4

    • Element 599 value 4 returns 3

    • Element 599 value 5 returns 2

    • Element 599 value 6 returns 1

    • Element 599 value 7 returns 1

    • Otherwise, return 0

Intended Location - Flag whether the student was enrolled as an onshore or offshore student, regardless of the actual location.

  • Derived using element 569 from the Base Course Campus screen

    • Element 569 value 1 or 2 returns 2

    • Element 569 that is any other value return 1

    • Otherwise, returns 1

Completing Flag - Flag students who are expected to complete their course by 31 July 2022

  • Derived using a combination of fields

    • Element 599 value of 1 or 5 returns 1

    • Course enrolment status of โ€˜ENROLMENT_COMPLETEDโ€™ returns 1

    • Sum (current credit points + enrolled credit points + RPL granted credit points ) > required credit points return 1

    • Otherwise, return 0

  • Element 599 is normally derived from the Paradigm field โ€œCourse Enrolment Statusโ€ using a custom field mapping. Each provider will need to configure their own mapping between the Paradigm field and the equivalent element 599 option as per the instructions in this article.

Implications

WARNING:

The 2021 version of the QILT SES reporting guidelines requires providers to report data using the 2021 TCSI element definitions.

For PIR institutions this requirement is significant given that their government reporting is still conducted using the HEIMS HEPCAT element definitions. The outcome is that a number of fields in the report will return with blanks as the data does not exist within the Paradigm database.

These fields must be manually data entered before submission of the file.

BE ADVISED:

The QILT SES base report in Paradigm Report Builder is maintained to ensure compliance with the reporting guidelines published by QILT. This means the report will produce a data structure that is valid.

It is ultimately the responsibility of the provider to ensure that the report is used with the correct base report parameters and that the data is reviewed for completeness and accuracy prior to submission.

Workflow

  1. Choose Reports > Provider menus on the side.

  2. Once on the Provider page, search for QILT SES 2021 STUDENT SUBMISSIONS (these instructions assume that you are generating the previous Academic Year QILT report).

  3. Once youโ€™ve found the exact report section named: QILT SES 2021 STUDENT SUBMISSIONS, click the GET REPORT button to proceed to the fields section where you can set the data to be generated.

  4. After clicking the GET REPORT button, a Report Builder Forms screen will load. Please take note of the two mandatory fields below before attempting to produce the report:

NOTE:

The first two fields in the form Start Date From and Start Date To should always have a value entered. If either of these two fields is blank then attempting to produce the report will result in a system error.

  1. The rest of the fields are optional. You have the option to apply more constraints to meet your unique reporting requirements, for example, to exclude whole cohorts of students not relevant for SES reporting. The following screenshot outlines the optional fields (highlighted in blue).

  1. The PRODUCE REPORT button will generate the output file format youโ€™ve chosen. (e.g. If youโ€™ve chosen the CSV, a link will be provided for you to download the QILT Report).

  2. The output file should be carefully examined for completeness and accuracy before being reported to QILT. Special attention must be made to review the contents of the columns labelled:

  • ENRLSTAT

  • IntendedLocation

  • CompletingFlag

  1. Once the file has been reviewed and any amendments made, then the data should be manually copied back into the sheet labelled โ€œPopulation Dataโ€ within the Microsoft Excel template provided by QILT for the 2021 collection of SES data.
